Context

The third revision of the electoral decree (adopted by the Council of Ministers on 5 October, published on the 6th) removed the rule that did so: the BRH certificate and the paragraph of Article 153 declaring people under foreign sanctions ineligible; only people sanctioned by the UN Security Council remain barred. Candidate registration was due to close on 31 October with more than 5,000 candidacies; the CEP has not ruled on any dossier (review, BCED/BCEN challenges, final list), and the European Union (29 October) and Canada (30 October) ask it to enforce the law.
